Eastern area (Toyosu, Ariake) is modern high-rise condominium area. Koto residents don't know "which identity" to have. Koto has Tokyo Big Sight. Japan's largest exhibition hall. For Koto residents, "events" are daily life. But those events are unrelated to "cars." Exhibitions, concerts, anime events. For Koto residents, "cars" are unnecessary. Tokyo's car ownership rate is 0.32 cars per household. Koto is similar. Why? Trains are convenient. Rinkai Line, Yurikamome. Koto residents travel by train. Koto has "Odaiba." Tourist spot. Many people visit on weekends. But Koto residents don't go to "Odaiba." Too many tourists. Crowded. For Koto residents, "Odaiba" is "a place for others." Koto has no circuit. Nearest is Tsukuba Circuit (Ibaraki Prefecture, about 60km). For Koto residents, motorsport is "another world." Koto residents enjoy "events." But those are "exhibitions" and "concerts." Not motorsport events.
