Design of the track started in 1962, and construction began in January 1966. Since 2011, the Biķernieki track has been owned by CSDD (Road Traffic Safety Directorate). The circuit measures 3,662 meters in length with a maximum width of 16 meters and minimum width of 10 meters, featuring 100% asphalt pavement and allowing a maximum of 38 cars on track simultaneously.

The circuit comprises two distinct layouts with shared pit and paddock facilities: the 'Ring of Skill' (Meistarības Aplis) primarily aimed at motorcycle racing, and the 'Speed Ring' (Ātruma Aplis) more suitable for car racing. The facility is particularly renowned for its rallycross circuit, which at 1.295 kilometers is one of the longest in Europe and features an exceptionally abrasive surface on both dirt and asphalt sections. The FIA World Rallycross track holds FIA Grade 6R certification. Biķernieki has established itself as an important motorsport venue in the Baltic region, regularly hosting FIA World Rallycross Championship events and other national and international racing competitions.
