Established in 2012 on the grounds of the former Modlin Airport, a historic military airfield, the circuit provides a modern and versatile venue for various racing disciplines and automotive events.

The track layout is relatively flat and features a mix of high-speed straights, challenging corners, and technical sections. The main circuit configuration is approximately 2.4 kilometers (1.5 miles) long, offering a blend of fast sweepers and tight turns that demand precision and driver skill. Its width varies, allowing for overtaking opportunities. The surface is well-maintained asphalt, providing good grip for both cars and motorcycles. It is worth noting that the circuit is not FIA certified.

Tor Modlin primarily hosts national-level racing events, including drifting competitions, time attack challenges, and various track days for amateur and professional drivers.
