Foi pavimentado em abril de 1955 em 640 acres (260 hectares) de colinas ondulantes na Kettle Moraine, no Lago Elkhart, 60 milhas ao norte de Milwaukee. Clif Tufte, um engenheiro de estradas, teve a ideia de construir um circuito depois que as autoridades de Elkhart Lake proibiram corridas de rua no início dos anos 1950.
